根据新政策,具体实施将依据地块大小进行调整。较小的独立屋地块可以改建为三到四个单元,而靠近公交站的较大地块甚至可以改建为六个单元。此举旨在提升土地利用率,缓解住房压力。

Richmond residents have received major news: the city council has approved a new policy allowing approximately 25,000 single-family homes to be converted into small residences of up to six units. This policy aims to respond to the provincial government’s “one-to-many” legislation, which requires cities to amend their bylaws to increase housing density in single-family home areas.
According to the new policy, implementation will be adjusted based on lot size. Smaller single-family lots can be converted into three to four units, while larger lots near transit stations can even be converted into six units. This move aims to enhance land use efficiency and alleviate housing pressure.
Despite the policy’s passage, there was significant debate within the city council on this issue. Councillor Carol Day suggested partial stratification, such as allowing only two units on lots where three are permitted, to encourage some units to be used as rentals. Mayor Malcolm Brodie initially supported Day’s proposal, fearing that developers might not be willing to build more than three units on single-family lots and worrying that if all single-family lots were allowed to be converted, there would be no turning back. However, under pressure from the provincial government, the majority supported the policy, and it was ultimately passed.
Provincial legislation requires residential lots of 3,012 square feet (approximately 280 square meters) to allow at least three units, and lots larger than 3,012 square feet will be permitted to have four units.
Residential lots larger than 3,024 square feet and within 400 meters of a bus stop with frequent transit service must be permitted to have six housing units.
